HUD Continuum of Care Builds FY2024 Funding Competition

Local Selection Process

HUD has announced a new funding opportunity through the Continuum of Care funding process called the CoCBuilds NOFO. This opportunity aims to support the production of affordable permanent supportive housing in the community. HUD aims to award 25 projects nationwide through this funding opportunity. To evaluate whether or not Ocean County will be competitive nationwide the HPAC Executive Committee is seeking applications from non-profit, PHA, or government entity’s for affordable housing projects that meet the following criteria:

  • Permanent Supportive Housing Projects
    • Construction, acquisition, or rehabilitation of new PSH units
    • Demonstrate site control or able to secure site control by September 2025
    • Demonstrate leveraging commitment of 50% of amount being requested or commitment of vouchers to support 25% of units
    • Budget cannot exceed $5,000,000

Please note the HPAC Executive Committee will evaluate the applications that are submitted through this process BEFORE deciding if a project will be recommended forward to HUD. Only one project can be recommended per Continuum of Care. A project will need to secure a minimum of 60/100 points on the attached scoring tool to even be considered.

The Ocean County HPAC Executive Committee is now accepting applications from all agencies interested in applying for FY2024 Continuum of Care funding administered by the U.S. Department of Housing and Urban Development.  Agencies interested in HUD CoC funding must submit an Application for each project (new and renewal) which will be reviewed by the Ocean HPAC review committee.

All agencies interested in implementing programs serving people experiencing homelessness are encouraged to apply, including those agencies that have not received HUD CoC funding previously. Funding for new projects will be determined according to applicable bonus funding available through the FY2023 NOFO and/or reallocation of funds from existing renewal programs.
